2023年12月1日，意大利农业和粮食主权部发布2023/0675/IT号通知，拟制订禁止生产和进口来自动物细胞培养物生产的食品法规，意见反馈期截至2024年3月4日。主要内容:
(1)目的和定义;
(2) 生产禁令。禁止生产、进口、销售来自脊椎动物的组织培养物或细胞培养物的食品;禁止将含有植物蛋白的加工蔬菜产品中用肉类命名(产品的常用名含肉、动物种类或动物的形态、动物源性食品名等);
(3)违规处罚的具体规定。

The draft aims to introduce a prohibition on the production and marketing of food and feed consisting of, isolated from or produced from cell cultures or tissues derived from vertebrate animals, as well as a prohibition on the designation of processed products containing vegetable proteins as meat.
The text of the draft consists of seven articles.
The first article identifies the purposes and lays down the definitions.
The second article introduces a prohibition on the production and marketing of food and feed consisting of, isolated from or produced from cell cultures or tissues derived from vertebrate animals.
The third article introduces a prohibition on the designation of processed products containing vegetable proteins as meat.
The fourth article identifies the authorities responsible for carrying out controls as well as the detailed rules for the application of sanctions, which are further developed in the following Articles 5 and 6.
Lastly, there is a final article on the financial invariance clause.
9. Given the absence, presently, of specific legislation at the European level, it was decided to intervene in a precautionary manner at the national level to protect interests relating to health and
cultural heritage. In particular, the draft legislation aims to protect human health by laying down a prohibition on the production and marketing of synthetic foods in implementation of and respecting the precautionary principle set out in Article 7 of Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002.
